STRATEGIC MANAGEMENT AT THE BRAZILIAN SUPREME COURT: EVALUATION OF THE IMPLEMENTATION OF A HYBRID MODEL

This research aims to analyze the implementation of a hybrid strategic management methodology at the Federal Supreme Court (STF) during the 2020–2022 biennium. The hybrid model integrates the Balanced Scorecard (BSC), the Grumbach Method, and Policy Deployment (GPD). The study employed a case study approach, with semi-structured interviews conducted with 18 staff members and managers. It also included a document analysis of STF reports and strategic plans. Data analysis utilized content analysis techniques, supported by Reinert's Method, generated through Iramuteq, with a dendrogram of classes. The results indicate that the hybrid model contributed to aligning strategic and operational plans, clarifying the definition of goals and objectives, and fostering transparency and dialogue across departments. Due to its flexibility, the model is adaptable to varying contexts, and participants perceive it as transferable to other judicial bodies. The study concludes that this new approach represents a milestone in enhancing strategic management at the STF, offering significant contributions to both the theory and practice of public administration.
