Public Administration in the Agrarian Sphere in Conditions of War
During the war, the agrarian sector was not a priority for state support, given the increase in state funding of the security and defense sector. In the de-occupied territories, businesses have to be built almost anew, enterprises have lost access to bank lending in the territories of hostilities. State support programs are limited in funding. In general, state regulation of the agrarian sphere in 2022-2024 has a limited impact on the development of the relevant sector due to a shortage of financial resources. State agrarian policy in wartime conditions was transformed by limiting the use of various forms and instruments of financing, insurance and crediting of agrarian business, providing tax benefits and simplifying regulatory requirements.
