Preface

The FUSION conference series is held typically every three years, and after the previous FUSION17 conference held in Hobart, Australia, in 2017, we originally planned to organize the next FUSION conference in 2020 as FUSION20.However, due to the COVID19 pandemic, we had to postpone it twice, and eventually we could hold it as FUSION23 after 6 and a half years from FUSION17.The Conference was co-organized by the Department of Physics, Kyoto University and the Japan Atomic Energy Agency, and was attended by 103 participants from 15 countries.
