FEATURES OF THE FORMATION OF THE INSTITUTE OF PUBLIC SERVICES IN THE CONTEXT OF THE TRANSFORMATION OF THE TERRITORIAL ORGANIZATION OF AUTHORITY

The institute of public services is studied as a factor of citizens' trust in the state. Its transformation in the conditions of digitalization, decentralization and martial law is analyzed. New challenges for administrative service centers (ASCs), in particular hybrid threats and cyberattacks, are considered. The need to implement innovative, customer-oriented approaches, data protection and service continuity for effective management and sustainable development is substantiated. It is proven that an insufficient level of cyber protection, technical backwardness and fragmentation of regulatory support carry the risks of service failures and loss of public trust in the entire institute of public services. The effectiveness of state policy and its perception by citizens largely depend on the ability of government bodies to provide quality service in any conditions. It is proven that the transformation of the territorial organization of power in Ukraine, primarily decentralization, requires a new approach to the formation of the institute of public services, the introduction of innovations, customer-orientedness, digitalization and the development of community cooperation.
