RECALIBRATING SOVEREIGNTY IN THE AGE OF AUTONOMOUS AI GOVERNANCE: A LEGAL BLUEPRINT FOR CROSS-JURISDICTIONAL ACCOUNTABILITY, DIGITAL BORDERS, AND AI-DRIVEN TREATY INTERPRETATION
As artificial intelligence increasingly shapes decision-making in public, private, and transnational domains, traditional notions of legal sovereignty are being challenged. This paper investigates the complex legal landscape formed by autonomous AI systems operating across jurisdictions. It proposes a framework for AI-informed digital sovereignty, examines the legal vacuum in AI-driven treaty interpretation, and presents a model for harmonized cross-border accountability. The research highlights how digital borders and algorithmic jurisdiction must be redefined in light of autonomous agency and computational governance to uphold international legal order and ensure human-centric control over state and algorithmic powers.
