Denied Access to a Scalpel for Dissecting the Specimen: A Legal Case Study of Academic Obstruction at Semmelweis University
This case study reveals a legally documented instance of administrative obstruction and violations of student rights at Semmelweis University in Budapest, Hungary. The author, an international medical student registered under a valid FM/CV status, was denied access to essential anatomy dissection laboratories, despite fulfilling all registration and tuition obligations. The university, lacking a written policy to justify the exclusion, directly contravened Articles 5, 11, 13,29, and 45 of its Study and Examination Regulations (SZMSZ). CC BY-NC-ND 4.0 The case has been officially acknowledged by the Hungarian Ombudsman (Case No. EBF– AJBH–309–2025), and legal proceedings are currently in progress in the Hungarian Administrative Court. The study encompasses comprehensive legal citations, procedural evidence, institutional correspondence, and visual documentation of deficiencies in the specimen quality.
