Pioneering E-Waste Management Solutions: A Proposed Treatment Storage Disposal (TSD) Facility Adjacent to The Central MRF in Brgy. Lara, City of San Fernando, Pampanga

As the world changed, the amount of electronic waste (e-waste) produced rose steadily. The Philippines was amongSoutheast Asia's top producers of e-waste, raising several issues and problems concerning the environment, human health, andother areas. However, there was little to no e-waste management, which led to an unregulated and unmanaged e-waste system. For this reason, a proposed Treatment, Storage, and Disposal (TSD) facility was established in this study. One of the cities thatgenerated a significant amount of e-waste was the City of San Fernando, Pampanga. The city lacked the infrastructure andmanagement guidelines to handle this urgent problem. To address these issues, this study set out the following objectives: to assess the feasibility of a new e-waste TSD facilitythrough a Needs Assessment, to design the e-waste TSD facility using AutoCAD, STAAD, and SketchUp, and to ultimatelydevelop a framework of recommendations. This study combined quantitative and qualitative methods using a mixed-methodsapproach. Stratified random sampling was used to identify the sample population, and surveys were administered to selectedhouseholds in the City of San Fernando, Pampanga. Simultaneously, interviews were conducted to obtain insights from LocalGovernment Units (LGUs) and environmental experts. The Department of Environment and Natural Resources' EnvironmentalManagement Bureau (DENR-EMB) Region III also provided feedback and suggestions. The Needs Assessment's findings were examined and assessed, and the feasibility of establishing the proposed TSD facilitywas determined. This study identified that most respondents were aware of e-waste; however, their knowledge was notcomprehensive. Additionally, the respondents expressed a strong desire to participate in e-waste programs. Furthermore, thestudy suggested that the proposed TSD facility would receive support from barangay leaders, contingent upon approval fromLGUs, the City Environment and Natural Resources Office (CENRO), and government agencies such as DENR-EMB. Theanalysis results also revealed gaps in the existing management system, underscoring the urgent need for an e-waste TSDfacility.
