Implementation and use of digital ecosystems in the public sector

The relevance of the study is due to the rapid development of digital technologies and the needto adapt government structures to new conditions of functioning. The introduction and use of digitalecosystems in the public sector is one of the key areas of digital transformation of public administration.Digital ecosystems are complex adaptive systems that combine government digital platforms, algorithmic management models, information resources, and security mechanisms to ensurethe efficient functioning of administrative processes. Their use helps to increase the transparencyof public administration, automate the provision of administrative services and ensure effectiveinteraction between the state, citizens and businesses. Despite the significant successes of thedigital transformation of Ukraine’s economy, there are risks that need to be addressed: cybersecurityand personal data protection, regulatory and legal regulation of digital processes, financing of digitalinitiatives, bridging the digital divide between regions, and increasing digital literacy. The purpose of the study is to analyse the implementation of digital ecosystems in the publicsector, determine their impact on the efficiency of public administration and outline the prospectsfor the development of these systems in Ukraine. The study analyses the theoretical foundations ofdigital ecosystems, their key components, the current state of implementation in Ukraine, and themain challenges that arise in the process of digital transformation of public administration.Research methods. The paper applies a systematic approach to define the essence and justify thedirections of development of digital ecosystems. On the basis of the method of scientific abstraction, theanalytical and empirical method of scientific knowledge and the institutional approach, the article formulatesthe goals of introducing digital ecosystems into the public sector, outlines the prospects for improvingdigital ecosystems and strategic directions of their development in accordance with global trends.Research results. The article substantiates the need for an integrated approach to the developmentof digital ecosystems, including improving the regulatory framework, strengthening cybersecuritymechanisms, expanding digital services and integrating advanced technologies such as artificialintelligence, blockchain and Big Data. The systemic challenges of introducing digital ecosystems intopublic administration, which affect the pace and quality of digital transformation of the national economy, are formulated. The author proposes a number of strategic directions for the development of digitalecosystems in the public sector, including the development of ’smart government’, harmonisation withEuropean standards of digital transformation, increasing the level of digital literacy of the populationand eliminating technological barriers in the regions.Conclusions. The successful implementation of digital ecosystems can significantly improve thequality of public services, minimise corruption risks, increase the efficiency of public resources and contribute to the country’s economic development. Further research in this area should focus onassessing the effectiveness of digital solutions, improving the mechanisms of state regulation of digitalprocesses, and introducing innovative technologies in the field of public administration.
