The Role of Public Policy in Shaping Public Health Systems: The Ukrainian Context

An effective public health system and its development are a priority of state policy in the context of threats to national security, armed conflict, economic instability, and demographic challenges. Given the Ukrainian context, reform of the health care sector has received particular attention only since 2014. This study examines the impact of public policy on the healthcare system in Ukraine during times of rapid socio-political change. It identifies the legal, political, and financial aspects of government intervention in the reform of Ukraine's healthcare system. The study uses theoretical methods to substantiate the collected data, using literary analysis to identify policy directions that promote the sustainability, accessibility, and quality of healthcare in Ukraine. The results point to the importance of decentralizing power and involving stakeholders as key participants in evidence-based policy-making.
