Export of Capital and Integration of Commercial Projects of the Global Economy: the Flip Side of Processes
The article considers the causes and socio-economic consequences of the increasing rate of capital outflow from Russia. This paper analyzes the current state of development of Russia's strategic “partnership” with other states, in particular India, Turkey, Iran, etc. in the energy sector. Based on the study of the process of realization of the considered commercial projects, implemented mainly at the expense of budgetary funds of the Russian Federation, the author concludes that there is a problem of excessive capital outflow from the country. The reason for such a phenomenon is the model of socio-economic development of the country, based on the predominance of export of energy resources over the development of other areas of the Russian economy. In other words, this is the process of formation of a "rentier state", main source of income is the rent from the sale of natural resources (mainly hydrocarbons). The consequence of building such a model of the country's development is the establishment of dependence of the state on the geopolitical situation. Today, the modern export of capital has become an inherent feature, the most important and integral function (burden) of the states belonging to the world of the capitalist periphery. The coming new world order has shifted the entire burden of providing profits to the owners of capital to a diametrically opposite subject, freeing these owners from any activity in principle. Thus, the imposition of economic sanctions limiting profit from the sale of resources forces Russian investors to look for a new source of income, which they see precisely by investing their funds in the development of the economies of other countries.
