Navigating the Algorithmic Turn: A Dynamic Governance Framework for Ethical and Equitable AI Integration in Education

1. Abstract The rapid infusion of Artificial Intelligence (AI) into educational ecosystems presents a paradigmatic shift, promising transformative benefits while simultaneously posing profound ethical, pedagogical, and socio-technical challenges. Current institutional responses are often fragmented, reactive, and lack a robust theoretical underpinning, leading to a "policy vacuum" and risks of exacerbating inequalities. This article addresses this critical gap by proposing the Dynamic AI Governance in Education (DAIGE) framework, a novel, multi-level, and adaptive model for developing, implementing, and iterating comprehensive AI policies in educational institutions. Methodologically, this study employs a mixed-methods approach, synthesizing (1) an NLP-enhanced systematic review of existing global AI-in-education policies and academic literature (N>500 documents), (2) qualitative comparative case analyses of pioneering institutions (N=12, across diverse K-12 and higher education contexts), and (3) a Delphi study with international experts (N=35) to validate and refine the DAIGE framework. Key findings reveal that effective AI governance hinges on proactive stakeholder co-creation, integrated ethical-pedagogical design principles, and continuous adaptation mechanisms. The DAIGE framework uniquely operationalizes these findings by linking macro-level principles (e.g., human-centricity, equity, transparency) with micro-level institutional practices (e.g., tiered permission models, AI literacy programs, adaptive assessment strategies). Implications extend to theory, by offering a socio-technical systems perspective on AI policy evolution; to practice, by providing actionable guidelines for educational leaders; and to policy, by informing national and international strategies for responsible AI adoption. This research underscores the imperative for a shift from ad-hoc measures to holistic, ethically-grounded, and future-ready AI governance in education. Keywords: Artificial Intelligence in Education, AI Ethics, Educational Policy, Governance Frameworks, Socio-Technical Systems, Digital Transformation, Equity in Education.
