Using PCI, COAR Notify and EPrints to Re-Invent the Publication Workflow
For over 20 years the Open Access movement has made great changes in how academic research is disseminated. Yet the overall workflow of research, review, publish and disseminate has remained persistent along with its associated issues. These include not just access to research, but flaws with peer review and unintended consequences that emerge from the system such as how we credit and promote researchers, and how we measure impact of research. This proposal presents a new publishing workflow enabled by an integration of technologies old and new: the EPrints repository platform as a means for institutions to host preprints; the Peer Community In organistion and their expert reviewers; and the COAR Notify protocol, a lightweight mechanism for communicating relationships and activities between online resources. Together these provide a means for publishing peer reviewed preprints, with summary pages that can highlight the research output has been reviewed and endorsed, along with links to the relevant reviews. In doing so traditional publication workflows are disrupted and access to expertly reviewed research can be provided in a transparent, fair and sustainable manner.
