EOSC Track - D2.5 Country Narrative Framework

The Country Narrative Framework is a critical tool developed to capture and document the diverse national R&D landscapes across Europe, offering a detailed view of Open Science maturity in over 35 countries. This framework serves as a structured guideline for gathering, organizing, and presenting country-specific information related to Open Science policies, key actors, initiatives, digital infrastructure, and skills development. The information collected feeds into the OpenAIRE Country Pages, which are essential for tracking Open Science progress, identifying gaps, and facilitating further collaboration and development across Europe. To ensure the framework remains comprehensive and responsive to the evolving landscape of Open Science, we have undertaken a systematic update process. This process included an initial review, an Open Consultation with selected NOADs, and the incorporation of their feedback into the framework. The updated Country Narrative Framework now consists of the following key components: STI Policy Framework: Provides an overview of science, technology, and innovation policies, including legal frameworks and key national and regional actors. Open Science Policy: Outlines national policies and legislation related to Open Science, including institutional and funder policies and their alignment with broader European frameworks. Open Science Digital Infrastructure: Details the digital infrastructure supporting Open Science, including national data services, repositories, networks, monitoring mechanisms, and newly added sections on AAI, AARC, and Cloud Services. Open Science Digital Skills: Focuses on the development of digital skills necessary for Open Science, including national initiatives, training infrastructure, and Digital Competence Centers. This section has been refined to better define the roles and functions of these centers, as well as the roles of Open Science professionals like data stewards. The updated framework provides a more robust foundation for collecting comprehensive national narratives, ensuring that the data collected is relevant and reflective of current trends in Open Science. This will support more effective monitoring, enhance national Open Science initiatives, and contribute to a more inclusive and cohesive Open Science landscape across Europe. The full, updated survey, with all new, enhanced, or rephrased questions, is available in the Annex of this document. Acknowledgments to NOADs We would like to express our sincere gratitude to the NOADs who participated in the Open Consultation. Your valuable insights, thoughtful feedback, and unwavering commitment have been instrumental in enhancing and refining the Country Narrative Framework. We would also like to extend our deepest gratitude to all NOADs for their ongoing dedication and invaluable contributions to the advancement of Open Science at both the national and international levels. Your expertise and commitment have been crucial in shaping the Country Narrative Framework (Country Pages) and ensuring its alignment with the evolving landscape of Open Science across Europe. Thank you for your continued hard work, collaboration, and passion for promoting Open Science. Your efforts are making a lasting impact on the open research ecosystem across Europe!
