This is a review of the article Tools and technologies for the monitoring, control, and surveillance of undesired captures by James et al. (2019). The authors stated that techniques for efficiently monitoring and regulating the Landing Obligation are currently available, and that additional experience with them, together with technical improvements, will assist to increase their capacity and cut their costs. They do emphasize, however, that Monitoring, Control, and Surveillance technology is merely a tool and cannot solve the discard problem on its own. As a result, activities for monitoring, regulating, and surveillance must be integrated into a broader paradigm shift toward higher accountability, openness, and sustainability in the fishing sector, and/or carried out with a high level of coverage.
