Workload Pressure and Client Deservingness: How Do Street-Level Bureaucrats Cope in Dual Pressure?

Street-level bureaucrats are both burden bearers in policy implementation and burden creators when responding to public demands. Under this dual pressure, how do they respond to public needs? So this study aims to explore how workload pressure and client deservingness jointly influence street-level bureaucrats’ administrative burden tolerance, and then influence coping strategies, which is moderated by organization resource.
