Evaluation of effective anti-corruption strategies in State Institutions

The anti-corruption policy has characteristic differences in each country, which requires an analysis of different legal models for implementing state activities in this area. Therefore, the purpose of the study was to provide a systematic assessment of the specifics of anti-corruption strategies in Kosovo, Armenia, Ukraine, and Mongolia in the context of the functioning of state institutions. For this purpose, the method of comparative law and the formal legal method are used as part of the work conducted. Considering this, the study analyses the phenomenon of corruption, which allows for determining its danger is for the country's development and formulating specific areas of strategic state activity. Thus, in the context of Mongolia, it is emphasised that the fight against corruption is an officially recognised priority area of activity of state bodies, which should first of all be implemented by ensuring public awareness. However, contrasting this experience with the Armenian one, two key areas of activity that influenced the effectiveness of the anti-corruption system are notable: the "Velvet Revolution" and the creation of a number of specialised bodies. On the other hand, the study noted a substantial difference in the structures of Ukraine and Kosovo, which, unlike the other two countries, have a main specialised body that heads the state anti-corruption policy. As a result, the similarity between Armenia and Ukraine is also recorded, which consisted in the creation of specialised anti-corruption courts and had a positive impact on the statistics of investigations of corruption offences. The results obtained can be used by the legislators of the countries under study in the context of implementing the principle of independence of anti-corruption institutions and building strategic directions for the developing of an anti-corruption system.
