Strengthening Infrastructure Resilience for Climate\nChange Mitigation: Case Studies from the Southeast Asia Region with\na Focus on Wastewater Treatment Plants in Addressing Flooding Challenges
Climate\nchange poses challenges to infrastructure resilience in\nSoutheast Asia’s flood-prone regions. This study identifies\nand evaluates strategies for enhancing infrastructure resilience through\nwastewater treatment plants (WWTPs) in Singapore, Malaysia, Thailand,\nand Indonesia. Using a mixed-method approach, we analyzed the case\nstudies and conducted quantitative assessments of flood mitigation\nefforts. Data were collected (2021–2024) through site visits,\ninterviews with key stakeholders, and analysis of historical flood\nand infrastructure performance data. Data analysis involved statistical\nmethods for assessing their effectiveness and comparative analyses\nacross them. Singapore reduced flood-prone areas by 30% using integrated\nWWTP technologies with drainage systems, while Malaysia developed\nresilient infrastructure networks with WWTPs designed to withstand\nextreme weather, preventing 85% of contamination cases. Thailand combined\ngreen and blue infrastructure with WWTPs, decreasing flood vulnerability\nby 25%. Indonesia invested in decentralized WWTPs in urban areas,\nincreasing infrastructure resilience by 40%. Nature-based solutions,\nsuch as ecological restoration, reduce flooding impacts by 20%. The\nimplications for policymakers and practitioners include the need to\nintegrate advanced technologies and nature-based solutions to bolster\ninfrastructure resilience and mitigate flooding risks. This study\noffers insights into developing effective climate change adaptation\nstrategies in flood-vulnerable regions, emphasizing the critical role\nof WWTPs in enhancing infrastructure resilience.
