Egyptian governmental sources of digital legal information Analysis and evaluation

Legal information is a fundamental pillar in building democratic societies, as it contributes to promoting transparency, accountability, and strengthening trust between citizens and state institutions. With the advancement of technology and the increasing reliance on the internet as a platform for information exchange, electronic legal sources have become more accessible. However, this increase in quantity has not necessarily been matched by an increase in quality and reliability. In Egypt, legal sources represent an essential part of the country’s technological and cultural development. They play a vital role in enabling citizens to easily and quickly access legal information. These websites include a wide range of legal resources such as laws, regulations, decisions, judicial rulings, and other legal information. The study aimed to propose a comprehensive standard for evaluating the quality of digital legal information sources available on the web, based on international frameworks such as FAIR (Findable, Accessible, Interoperable, and Reusable) and PQM (which includes technical, content, functionality, and user experience dimensions). Through this proposal, the study sought to promote transparency and ensure the quality and accuracy of digital legal information, facilitating access to it as a fundamental human right. The study adopted a comparative descriptive-analytical methodology to analyze a sample of digital legal information sources available online, using content analysis to compare them against defined quality standards. The study reached a number of key findings, highlighting the significant diversity in digital legal information sources, such as official government portals, court websites, digital libraries, educational platforms, and legal databases. These sources play a vital role in promoting transparency, legal awareness, and supporting academic research. It also showed that both Arab and foreign countries are making significant efforts to make legal information accessible through document digitization, the creation of comprehensive portals, and the provision of electronic legal services, all while adhering to standards of quality and cybersecurity. The study emphasized the central role played by e-government in Egypt in this domain, through the development of specialized digital platforms, despite challenges such as weak infrastructure, the digital divide, coordination difficulties among governmental bodies, and other barriers. It underlined the importance of evaluating digital legal sources in accordance with international standards such as FAIR, PQM, ISO standards, and principles of transparency, to ensure the accuracy, reliability, and accessibility of legal information. In this context, the study proposed an integrated standard for the publication, accessibility, and evaluation of these sources. This standard combines formal, substantive, evaluative, and accessibility criteria, forming a practical reference framework that supports the enhancement of digital legal content quality and broadens opportunities for its effective use.
