Research on the construction of energy security risk prevention and control system based on 4R crisis management theory

This study comprehensively integrates the 4R crisis management framework with energy safety management to develop an innovative risk prevention system. Utilizing the Delphi method and the Analytic Hierarchy Process (AHP), the research implements a multi-dimensional dynamic weighting approach in the risk assessment process, thereby improving the structural coherence and functional resilience of the prevention system. The evaluation results demonstrate that the response indicator holds the highest weight, indicating that the capacity for resource allocation is crucial for strengthening energy security measures. This research addresses existing gaps in the application of the 4R theory within the context of energy risk management and presents a theoretically grounded and practically effective strategy for enhancing energy safety risk prevention.
