Developing quality competency models for critical quality-driven positions: a case study of S company

The effectiveness of a quality management system and its associated processes fundamentally depends on the active involvement of competent personnel across various functions. Therefore, organizations must systematically identify, cultivate, and assess the quality-related competencies required for different roles to ensure the continuous development of capabilities essential for achieving desired quality outcomes. This study employs Company S, an enterprise engaged in integrated research, development, and production activities, as a case study. By examining the operational characteristics of the company, key quality-related positions with substantial influence on product quality are identified. A structured quality competency model is subsequently constructed using the Analytic Hierarchy Process (AHP), encompassing four primary dimensions: quality knowledge, quality skills, quality performance outcomes, and quality performance indicators. The identification procedure, guided by this model, is demonstrated in detail using testing personnel as a representative case. The research contributes both theoretical foundations and practical strategies to support Company S in the progressive development of an operational mechanism oriented toward achieving "Do It Right the First Time".
