Performance evaluation of equipment procurement supply chain based on combination weighting-cloud model
To overcome the inherent subjectivity and elevated uncertainty associated with conventional evaluation methodologies in equipment procurement supply chains, this study proposes a comprehensive performance evaluation framework grounded in the integrated BSC-SCOR model. The developed system encompasses four key dimensions: economic efficiency, military effectiveness, capacity for continuous improvement, and end-user satisfaction. A hybrid weighting strategy is employed to determine precise indicator weights, while cloud model theory facilitates intuitive performance visualization through the construction of standard and evaluation cloud diagrams. Case-based validation demonstrates the effectiveness and practical applicability of the proposed approach, providing a novel, multidimensional method for objective assessment within military equipment procurement systems.
