Research on the Dynamic Equilibrium Mechanism of Responsibility, Authority and Benefit in Technology Achievement Transfer Payment in Mountainous and Island Counties——Case Analysis Based on Zhejiang's Practice
Taking mountainous and island counties in Zhejiang Province as research samples, this paper focuses on the dynamic equilibrium of responsibility, authority and benefit in technology achievement transfer payment. By constructing a multi-dimensional evaluation model and conducting case studies, it reveals the mechanism logic of scientific and technological resource redistribution in underdeveloped areas. Based on micro-data from 26 mountainous counties and Zhoushan's island counties in Zhejiang Province from 2021 to 2023, using the balance of responsibility-authority-benefit balance degree model、evolutionary game model、DEA efficiency analysis, combined with matching cases from the "Supply-Demand Hub" platform and central government-guided fund usage data. It is found that mountainous island counties have achieved initial allocation of scientific and technological resources through mechanisms such as "trial use first, payment later" and "demand-oriented transfer", but core contradictions exist including insufficient empowerment of authority (coverage rate only 49%) and unbalanced benefit distribution (enterprises' profit-sharing ratio 30%). The study proposes an optimization path of "dynamic empowerment + phased profit-sharing + digital collaboration", providing a practical paradigm for regional coordinated development.
