Saenghyop Welfare, Beyond Union to Region : Focusing on the case of Hansalim Jeju

This study attempted to confirm through a case study that the welfare activities of cooperatives are spreading from the value of the public interest (共益) to the value of the public(公共), along with local residents, beyond unions like social cooperatives. The subject of the case study is Hansalim Jeju Saenghyop. As a result of the case analysis, three meaningful changes were identified. First, members and residents form a caring community in solidarity with each other to solve local problems. Residents, whose capabilities have been strengthened through the education programs of the association, were growing into civilized subjects who actively seek problems and needs of the community and make alternatives. Second, they form networks with various organizations and organizations in the region, through which resources are developed and services are linked. Consumer members and ordinary residents learned farming in the community garden grown by the elderly in the village, and donated the agricultural products produced there to the sharing refrigerator. Experts, administrators, and activists formed a research group to make and propose policies. These complex activities inform the fact that cooperative welfare is becoming localized. Third, socialize the operation and accounting of the union and secure members through resident education. Through social accounting it has brought the effect of strengthening the solidarity of members and giving the legitimacy of cooperative welfare to the local community. It confirmed that it was not a 'their own' organization that does its own business with members' membership fees, but a 'localized' organization that creates more value and contributes to the local community. Despite the results of these studies, there is a limit to saying that most of the welfare activities of cooperatives are localized and are moving toward new practices. It is expected that more research will reveal the process of localization of cooperative welfare
