A generalization of the phenomenological blast-wave-Tsallis-power model, recently proposed by the author for the hadrons' transverse momentum ( <a:math xmlns:a="http://www.w3.org/1998/Math/MathML"> <a:msub> <a:mi>p</a:mi> <a:mtext>T</a:mtext> </a:msub> </a:math> ) spectra measured at the CERN Large Hadron Collider (LHC), is developed to also describe the hadrons' <b:math xmlns:b="http://www.w3.org/1998/Math/MathML"> <b:msub> <b:mi>p</b:mi> <b:mtext>T</b:mtext> </b:msub> </b:math> -differential elliptic flow coefficients <c:math xmlns:c="http://www.w3.org/1998/Math/MathML"> <c:msub> <c:mi>v</c:mi> <c:mn>2</c:mn> </c:msub> </c:math> in identical nuclei collisions of different centralities. The model describes well the available data on <d:math xmlns:d="http://www.w3.org/1998/Math/MathML"> <d:msub> <d:mi>p</d:mi> <d:mtext>T</d:mtext> </d:msub> </d:math> spectra and <e:math xmlns:e="http://www.w3.org/1998/Math/MathML"> <e:msub> <e:mi>v</e:mi> <e:mn>2</e:mn> </e:msub> </e:math> for any <f:math xmlns:f="http://www.w3.org/1998/Math/MathML"> <f:msub> <f:mi>p</f:mi> <f:mtext>T</f:mtext> </f:msub> </f:math> of various particles, from pions to charmonia, in Pb-Pb collisions at <g:math xmlns:g="http://www.w3.org/1998/Math/MathML"> <g:mrow> <g:msqrt> <g:msub> <g:mi>s</g:mi> <g:mrow> <g:mi>N</g:mi> <g:mi>N</g:mi> </g:mrow> </g:msub> </g:msqrt> <g:mo>=</g:mo> </g:mrow> </g:math> 2.76 and 5.02 TeV and in Xe-Xe collisions at <h:math xmlns:h="http://www.w3.org/1998/Math/MathML"> <h:mrow> <h:msqrt> <h:msub> <h:mi>s</h:mi> <h:mrow> <h:mi>N</h:mi> <h:mi>N</h:mi> </h:mrow> </h:msub> </h:msqrt> <h:mo>=</h:mo> </h:mrow> </h:math> 5.44 TeV. Also, predictions for OO collisions at <i:math xmlns:i="http://www.w3.org/1998/Math/MathML"> <i:mrow> <i:msqrt> <i:msub> <i:mi>s</i:mi> <i:mrow> <i:mi>N</i:mi> <i:mi>N</i:mi> </i:mrow> </i:msub> </i:msqrt> <i:mo>=</i:mo> </i:mrow> </i:math> 5.36 TeV are given. While the model is mainly targeting the energies available at the LHC, it also works at much lower energies available at the BNL Relativistic Heavy Ion Collider.
