428 Uncovering shortfalls: a comprehensive gap analysis of policy appraisal and evaluation frameworks for migrants’ health
Abstract OP 5: Health Policy 1, B308 (FCSH), September 3, 2025, 14:30 - 15:30 Aims Despite global commitments towards integrating migrants into national policies to achieve sustainable development goals, there has not been any practical translation of this intent into existing policies. However, prior to proposing gaps in existing policies, it is important to assess their responsiveness. This study aimed to systematically assess the adequacy of existing policy appraisal tools and frameworks in addressing the needs of migrants, particularly in different regional contexts, like that of South Asia, through a detailed framework gap analysis followed by expert consultation. Methods A systematic review of established policy appraisal frameworks, such as MIPEX, IMPEX, JAHEE, the Social Protection Index, and Equi-frame was undertaken to evaluate their effectiveness in capturing the responsiveness of national policy and strategy documents in addressing health-related needs of migrants in South Asia. Results The review confirmed that existing migration policy appraisal tools, which are predominantly Euro-centric, fail to adequately address the unique socio-political, economic, and healthcare dynamics of South Asia, home to extensive migrant populations with overlapping vulnerabilities. Our systematic analysis identified significant deficiencies, especially the overlook of nuanced health needs of undocumented and cross-border migrants. This analysis, supplemented by stakeholder consultations, informed the development of the MigPolX toolkit. Designed to rectify identified gaps, MigPolX was piloted in Cambodia, Myanmar, India, Pakistan, and Bangladesh, where it effectively improved the representation of the migration landscape and associated health challenges. Conclusions The study’s systematic gap analysis of existing policy frameworks highlights the urgent need for tools that accurately reflect the complex migration issues in South Asia. MigPolX toolkit, developed as a direct response to these deficiencies, serves as a practical extension to traditional tools, offering a tailored approach that better aligns with the regional intricacies of migration, while setting a precedent for revising policy appraisal methodologies to embrace a more global and inclusive perspective.
