YAPAY ZEKÂNIN KAMU YÖNETİMİNDE KULLANIMI ÜZERİNE NİTEL BİR İNCELEME: FAYDALAR, RİSKLER VE TÜRK KAMU YÖNETİMİ BAĞLAMINDA ÇIKARIMLAR

Artificial intelligence technology is no longer a vision of the future, but a reality that needs to be accepted and implemented in all areas of society and government. Public administration is one of the areas where AI will improve the efficiency, accuracy and transparency of administrative services for the public and businesses. Thanks to its self-learning ability and fast data processing capacity, artificial intelligence will be able to predict the demand for certain services and thus positively change the strategy of the state's interaction with society. This elevates the significance of the present study, as initiatives aligned with global trends toward AI adoption in public administration may bring government-society interaction to an entirely new level. At the same time, it will raise the status of each state among progressive countries that keep up with the demands of the times. However, such practices may also entail certain risks for society. In this context, the aim of the research is to examine the main benefits and risks of artificial intelligence in public administration and to provide practical policy implications for the further implementation of artificial intelligence in the Turkish Public Administration (TPA). In this study, the technique of systematic literature review, one of the qualitative research methods, has been employed. The findings of the research are intended to serve as a guiding resource for policymakers, practitioners, and other stakeholders involved in the public policy-making process.
