The Improvement of Safety Management System for Coastal Experience Activities

Purpose: The purpose of this study is to systematically analyze the policies and institutional devices involved in the coastal experience activity safety management system from an expert perspective. It also seeks to propose multifaceted, empirical measures to enhance the effectiveness of the safety management system.
Method: An AHP survey was conducted with 42 safety management experts specializing in coastal experiential activities. The first layer of the AHP questionnaire included four dimensions: strengthening on- site safety management, expanding the foundation for coastal safety management, promoting coastal safety culture, and improving the coastal safety management system. The second layer comprised 16 specific items.
Results: The first-layer analysis identified strengthening on-site safety management as the most important category, followed by expanding the foundation for coastal safety management, improving the coastal safety management system, and promoting a coastal safety culture. The second-layer analysis revealed that the key factors included enhancing on-site safety management activities and inspections, reinforcing coastal accident prevention and inspection, establishing a professional safety training system to broaden the foundation for coastal safety management, revitalizing customized coastal safety education to foster a coastal safety culture, and developing standardized manuals for each activity to improve the coastal safety management system. Overall, among the 16 detailed factors analyzed, safety accident prevention activities and inspection enhancement carried the greatest weight.
Conclusion: To ensure the safety of coastal experiential activities, it is recommended to strengthen the on- site management system with a focus on pre-inspection and prevention, appropriately deploy dedicated personnel, and enhance response capabilities by securing qualified professionals.
