KAMU ÖZEL ORTAKLIĞI MODELİ ÇERÇEVESİNDE ŞEHİR HASTANELERİ
The Ministry of Health initiated a comprehensive health reform process within the framework of the Health Transformation Program, which was put into effect in 2003. The primary objectives of the program include providing health services rationally and effectively and ensuring fair access to health services for all citizens. As primary health care institutions, hospitals play a critical role in improving public health. The most significant change observed in the hospital sector in Türkiye in recent years is the adoption of city hospitals, which are public-private partnership models with integrated healthcare facility characteristics. This study is a review within the framework of the city hospitals model. The study focuses on the changes brought by city hospitals in the understanding of public service and their possible effects on health services. This study is thought to provide a basis for comprehensive research on system integrity and guide such research by analyzing current planning-oriented health policies in the Turkish health system.
