Developmental Measures for the Diagnosis and Consulting of Local Sports Council

This study aims to identify the current status and issues of the diagnostic consulting for local sports councils, which has been implemented since 2022, based on its legal grounds, and to propose improvement measures in preparation for a future transition to an evaluation system. To this end, both literature review and Spradiy’s (1980) qualitative analysis method were employed, and the validity of the data was ensured, leading to the following conclusions.<br/> First, due to errors and inaccurate statements in the legal grounds, the legitimacy and credibility of the diagnostic consulting have been severely undermined, and the inappropriateness of the legal provisions applied to the diagnosis has also been confirmed. Therefore, the legal basis must be clarified and supported by higher-level legislation. Second, as the diagnostic consulting indicators do not sufficiently reflect the actual business structure of local sports councils, it is necessary to restructure the diagnostic indicators and establish project-specific customized policies. Third, in order for diagnostic consulting to lead to tangible improvements in local sports councils, it is necessary to strengthen the communication structure between administration and the field, as well as to ensure the sustainability of the system.

Abstract

This study aims to identify the current status and issues of the diagnostic consulting for local sports councils, which has been implemented since 2022, based on its legal grounds, and to propose improvement measures in preparation for a future transition to an evaluation system.
