Влияние цифрового разрыва на развитие электронного участия: анализ международного и российского опыта
This article presents the findings of a research on the relationship between levels of the digital divide and the development of e-participation, based on an analysis of both international and Russian experiences. A correlation analysis, conducted through scatterplot modeling in RStudio software environment and histograms with grouping created in Microsoft Excel, utilized datasets from the United Nations E-Government Knowledgebase and Rosstat. The results of the analysis confirmed the hypothesis of a strong positive correlation between access to modern information and communication technologies (particularly the Internet) and the level of e-participation development. The research outlines measures to combat digital inequality and highlights successful practices, including initiatives to improve digital literacy and create an inclusive digital environment. The conclusion emphasizes the necessity of a systematic and comprehensive approach to addressing digital inequality, alongside continuous monitoring of population needs and policy adjustments. As possible directions for further development of the research topic, the following are proposed: a study of the cause-and-effect relationships between the digital divide and e-participation, as well as a correlation analysis between digital skills development and e-participation levels.
