Transforming Child Welfare: A Policy Analysis on California's AB403 Continuum of Care Reform

ABSTRACT California's Continuum of Care Reform (CCR) aims to overhaul child welfare placement practices to address the high number of youth in congregate care. This policy analysis evaluated CCR's effectiveness by examining the legislation, bill analysis and available reports. The analysis found a reduction in congregate care placements and an increase in home‐based settings placements since CCR implementation. However, the analysis also acknowledges the challenges in policy implementation.
