Capacity Building and Organizational Efficiency of Local Government Employees
This study explored the relationship between capacity building and organizational efficiency in the local government unit (LGU) of Passi City, Iloilo. It further examined various capacity-building initiatives, including training and development programs, workshops and seminars, mentoring and coaching, and access to technology and resources. Furthermore, it investigated how these initiatives influenced key aspects of organizational efficiency, such as employee performance, service delivery, decision-making quality, teamwork, and resource utilization. Data was gathered from permanent employees of the LGU for the fiscal year 2025 using a researcher-made questionnaire. Stratified random sampling was employed in selecting the respondents, and the instrument underwent content validation and reliability testing. The study utilized mean, standard deviation, and Pearson correlation coefficient for data analysis, with a significance level of 0.05. The findings revealed that the capacity-building programs in Passi City were well-established and positively perceived by employees. Mentoring and coaching received the highest rating, highlighting their strong impact on employees’ growth and engagement. It seems that capacity-building initiatives significantly enhance organizational efficiency. LGUs in Passi City operate at an efficient level, meeting performance expectations, but further optimization of resources and continuous enhancement of capacity-building strategies could drive even greater efficiency. The strong, positive, and statistically significant relationship between capacity building and organizational efficiency underscored the importance of continuous investment in employee development to achieve sustainable growth and improved public service delivery.
