GPS-Based Fishing Vessel Monitoring System for Sustainable Fishing Management
Fishing plays a vital role in sustaining coastal communities by providing food and income through catch sales. However, challenges persist in effectively monitoring fisherfolk, enforcing closed seasons, and safeguarding priority water areas, despite existing regulations. To address these challenges, this study proposes the implementation of a GPS-based monitoring system with a navigational locator finder algorithm. The system involves registering fishing vessels and equipping them with GPS devices for accurate positioning using satellite-based navigation. It integrates with a location map to enable real-time monitoring, generate historical data, and maintain comprehensive records. By effectively identifying illegal activities, the system facilitates informed policy formulation. The study aims to develop and evaluate the performance of the GPS-based system, employing ISO 25010 criteria and involving ten IT experts and ten members from fisherfolk communities, local government units (LGUs), and the Bureau of Fisheries and Aquatic Resources (BFAR). The system receives high effectiveness ratings from both IT experts and end-users, indicating successful adherence to requirements. Implementation of the system should involve collaboration with relevant stakeholders such as the BFAR, LGUs, and fisherfolk associations. Adequate resources and support must be provided to ensure its successful implementation.
