Evaluating a Community Rehabilitation Program Using a Participatory Framework for Improvement of Supported Employment Services

The purpose is to share the findings of a participatory evaluation process for improvement of community rehabilitation provider supported employment services. Records were reviewed, interviews were administered, and direct observations were completed across six evaluation phases. The iterative process (a) included the participation of community rehabilitation provider personnel, consumers with disabilities, and employers; (b) allowed for the layering of findings; (c) and provided opportunities for criteria check points. Areas of strength were respect for consumers with disabilities, value of community employment, high levels of satisfaction, and staff flexibility and openness to change. Areas for improvements were identified in services quality and public relations. The use of a participatory process engaged the participants which increased the contextual relevance and utility. Targeted training was recommended to develop employment services competencies, implement effective supported employment practices, and communicate values.
