ICT In The Smart City Security Management System - Health Threats
The paper is related to the analysis of needs, opportunities and benefits related to the use of ICT elements in smart city management. This applies to functioning in conditions of health threats, including epidemiological ones. This is an issue of particular interest due to the COVID-19 pandemic. At the same time, the article will not be limited only to the risks associated with COVID-19. The most important goal of city management is to ensure the normal functioning of its inhabitants. This problem is related, among others, to the health of the inhabitants. In the circle of his focus is the health monitoring, rapid identification of risks and the implementation of remedial solutions. Another problem is ensuring the continuity of the city’s key infrastructure in conditions of health crises. The problem presented this way allowed for formulation of two research hypotheses: (1) The use of ICT in security management in a smart city increases the safety level of residents, (2) The use of ICT in security management in a smart city ensures the continuity of the functioning of its strategic infrastructure in the conditions of health crises In order to verify the hypotheses, the results of the participating authors’ research, in-depth interviews, as well as a survey conducted among city residents, especially Częstochowa, will be used. The work will also use data on the Smart City issues made available at the authors’ request by the Częstochowa City Hall. These data make it possible to analyze the current state of affairs and planned development within the discussed topic. Taking into account the complexity of the problem and the limited editing possibilities, new research directions will be proposed in the direction consistent with the title of the paper.
