CONTRADICTIONS OF REGULATORY DOCUMENTS GOVERNING GEODETIC SUPPORT OF CADASTRAL WORKS
An analysis of regulatory documents governing the procedure for conducting geodetic work to solve cadastral problems was conducted. Inconsistencies in the following regulatory documents were analyzed: Rosreestr Order No. P/0393, Ministry of Economic Development Order No. 90, Ministry of Economic Development Order No. 921 on the requirements and procedure for preparing cadastral plans, and Ministry of Economic Development Order No. 953 on the requirements and procedure for preparing technical plans. The documents under review revealed misinterpretations and incorrect application by their developers of such classic terms as the root mean square error of determining boundary marker coordinates and the root mean square error of boundary marker location. Discrepancies between the final cadastral documents, such as cadastral and technical plans, and the data contained in regulatory documents were also demonstrated. During the study, the following federal laws were analyzed for conflicts: Federal Law No. 221-FZ "On Cadastral Activity," Federal Law No. 218-FZ "On State Registration of Real Estate," and Federal Law No. 78-FZ "On Land Management." Discrepancies and ambiguous interpretations of the regulations governing the procedure for geodetic support of cadastral works were identified; however, no certified methods were found, and no clear requirements for the performance of geodetic works were established.
