تجديد ضفاف الأنهار الحضرية كفرغات مفتوحة عامة تحقق الوصول العام والارتباط بالنهر: دراسة حالة ضفة النيل الشرقية بحي المعادي- مدينة القاهرة

The Nile River in Egypt is considered the lifeline and the main open space for most of the cities of the Nile Valley and Delta. It is of even greater importance to Cairo, which suffers from overcrowding, congestion, and a scarcity of public and open green spaces. However, the Nile River and its banks in Cairo suffer from many problems and encroachments, which prevent most of Cairo's residents from accessing the river's waters and enjoying its landscape views, in addition to pollutants and encroachments on the river course and its banks. Therefore, the role of this paper comes to explore and review the literature related to the regeneration of urban riverbanks as open public spaces that achieve comprehensive public access, according to an integrated and sustainable approach. It also formulates an integrated framework for planning and designing urban riverbanks as open spaces that achieve comprehensive public access, while studying, analysing, and evaluating global and local cases to test and prove the effectiveness of the proposed framework. It also studies, analyzes, and evaluates the current situation of a detailed case of the eastern bank in the Maadi district. Thus, the research proves the effectiveness of the proposed framework and proposes a strategy for the regeneration of the eastern bank as open public spaces that ensure comprehensive public access. The research recommends the necessity of applying an integrated approach that combines nature-based solutions, green, blue and grey infrastructure, according to the proposed framework. يعتبر نهر النيل بجمهورية مصر العربية شريان الحياة، والفراغ المفتوح الرئيسي لغالبية مدن الوادي والدلتا، ويحتل أهمية أكبر بالنسبة لمدينة القاهرة، التي تعاني من التكدس والازدحام وندرة الفراغات الخضراء العامة والمفتوحة، إلا أن نهر النيل وضفافه بالقاهرة يعاني الكثير من المشكلات والتعديات، التي تمنع معظم سكان القاهرة من الوصول إلى مياه النهر والتمتع بمناظره الخلابة، فضلًا عن الملوثات والتعديات على مجرى النهر وضفافة، وبالتالي يأتي دور هذه الورقة في استكشاف ومراجعة الأدبيات ذات الصلة بتجديد ضفاف الأنهار الحضرية كفراغات عامة مفتوحة تحقق الوصول العام الشامل، وفق نهج متكامل ومستدام، وصياغة إطار متكامل لتخطيط وتصميم ضفاف الأنهار الحضرية كفراغات مفتوحة تحقق الوصول العام والشامل، مع دراسة وتحليل وتقييم حالات عالمية ومحلية لاختبار وإثبات فاعلية الإطار المقترح، ودراسة وتحليل وتقييم الوضع الراهن لحالة تفصيلية للضفة الشرقية بحي المعادي، وبالتالي يتوصل البحث إلى إثبات فاعلية الإطار المقترح، واقتراح استراتيجية لتجديد الضفة الشرقية كفراغات عامة مفتوحة تضمن الوصول العام والشامل، ويوصي البحث بضرورة تطبيق منهج متكامل يدمج بين الحلول القائمة على الطبيعة والبنى التحتية الخضراء والزرقاء والرمادية، وفق الإطار المقترح.
