Determination of Fair Use for User: Generated Short Video Content

This paper employs comparative and theoretical research methods to systematically analyze the dilemmas faced in determining fair use for User-Generated Short Video Content (UGSVC) in China. It proposes optimization solutions, including refining relevant fair use provisions and adopting categorized analysis in judicial practice, to promote the healthy development of the UGSVC industry.
