IMPROVING THE MECHANISMS OF INTERACTION BETWEEN FEDERAL AND REGIONAL LEVELS OF GOVERNMENT (USING THE EXAMPLE OF THE MOSCOW REGION)
The article discusses the issue of improving the interaction between the federal and regional levels of government in order to improve the socio-economic performance of the regions. The Moscow Region is used as an example. The paper identifies key problems, including the fragmentation of social development programs, the unclear status of regional authorities, an imperfect legal framework and a shortage of personnel. The following mechanisms are proposed: adaptation of national projects to regional priorities, use of digital monitoring platforms, financial incentives for KPIs, inter-level management and personnel exchange. The emphasis is placed on the legislative consolidation of joint program documents and methodological base.
