Russian Labor Market After the Moscow Terror Attack: Focusing on Immigration Policy Changes and Socioeconomic Impacts
This study aims to analyze the changes in Russia's immigration policy following the terrorist attack at Crocus City Hall in Moscow in March 2024, and their subsequent impacts on the labor market and socioeconomic conditions. To achieve this objective, we comprehensively examined legal institutional changes, policy responses, and shifts in social perceptions through literature analysis and statistical data. The findings reveal that following the terrorist incident, Russia implemented legislative amendments and stringent enforcement policies to strengthen immigrant control, resulting in a sharp decline in the influx of migrant workers from Central Asia, while simultaneously exacerbating labor shortages, wage increases, and social conflicts. Particularly, discrimination and xenophobia against immigrants, along with legal instability, served as factors that hindered the social integration of migrants. These policy changes suggest potential long-term negative impacts on Russia's labor force procurement and demographic decline resolution. This study is significant in that it provides insights into how Russia's immigration policy is evolving within the complex dilemma between security, economy, and social integration, and offers implications for future policy directions. Furthermore, it emphasizes the necessity of systematic management and inclusive policies toward migrant workers, contributing to the exploration of sustainable demographic and economic maintenance strategies.
