New quality productivity empowering the eldercare service innovation ecosystem for ageing in place: Logic structure, challenges and policy implications

The eldercare service innovation ecosystem for ageing in place is crucial for advancing China's national active ageing strategy. While digital technologies offer new opportunities to enhance eldercare through New Quality Productivity (NQP), they also increase demands on the supporting eldercare service innovation ecosystem. Based on field surveys in 15 cities across 11 provinces with high ageing rates or population outflows in China, we examined the structure and challe nges of the NQP-empowered eldercare service innovation ecosystem. We found that digital technologies reshape both th e needs of older adults and the mechanisms for meeting them. And NQP drives supply-side innovation ecosystem improvements through enhanced service capacity, technological innovation, industrial integration, and institutional support. Finally, we concluded with policy recommendations to address key barriers to effective ecosystem empowerment under NQP.
