A preliminary study on the interaction between science and technology ethics governance and the development of New Quality Productive Forces

With the rapid development of emerging technologies such as artificial intelligence and bioengineering, while science and technology liberate productive forces, they also trigger multi-dimensional ethical concerns. This paper starts from the historical evolution, sorts out the interactive relationship between technological ethics and productive forces from the pre-scientific era to the post-scientific era, and reveals the inevitability of ethical governance shifting from passive response to forward-looking judgment. Based on the typical characteristics of technological ethical issues in the context of new quality productive forces, it further analyzes the governance difficulties. On this basis, it proposes to build an "ethics first" agile governance framework, emphasizing institutional improvement, cross-disciplinary collaboration, dynamic risk control and global cooperation, to achieve a balance between technological innovation and ethical security, and promote the development of new quality productive forces with a people-oriented approach. Through the co-evolution of technology and ethics, sustainable development is promoted.
