EU Consortium on NCD Prevention – how to define governance mechanisms of a potential new EU body
Abstract One of the most highlighted sustainability elements of JAPreventNCD is the establishment of the EU-Consortium on Noncommunicable diseases Prevention (EU-CNCD Prevention). The main concepts and topics regarding the functioning of the EU-CNCD Prevention: (multi-sectoral) collaboration, participatory approach, (effective and transparent) communication and mechanisms of accountability. On the other hand, regarding the content of the EU-CNCDs Prevention the attendees emphasized the need to produce: (1) meaningful, concrete, practical, implementable solutions and strategies that would make the EU-CNCD Prevention worth establishing and sustaining (the aims and goals of the consortium should be clearly defined during the early EU-CNCD Prevention meetings); (2) the need to address health issues and determinants in the wider scope and to not only focus on cancer prevention was highlighted at various points, which also implies the need to change the name of the consortium. (3) generally, the attendees were in favour of forming a body that would address the non-communicable diseases in general, including the viewpoints of health determinants and health promotion. However, the attendees were also in agreement that the consortium should initially prioritize a few strategic areas and legislative solutions, while expanding gradually. Building on the outcomes of the first EU-Consortium meeting the questionnaire for the Competent Authorities was prepared. The preliminary results show that vast majority of MSs are supporting the organization of the body, while providing also the safe space for public health interactions. Support for establishing the EU Consortium on NCDs Prevention is strong among MSs and stakeholders would like to sustain it, with immediate proposal to broaden the scope of the body.
