Strategies to implement health equity governance and initiatives in South Tyrol (Italy)
Abstract Issue Health Equity (HE) is one of the founding principles of the Italian Public Health System. An equity-based approach allows people to reach their full health potential and it is a critical component of public health strategies even in high-income countries. The Italian National Prevention Plan (NPP) 2020-2025 is an operational tool for planning cross-cutting strategies at central level to be scaled up at local level; for the first time, it includes the implementation of equity actions through the adoption of the HE Audit. HE can be operationalized within local health services; however, it requires a strong governance structure. In South Tyrol, the local Plan has been implemented in line with the NPP. This presentation highlights local strategies, tools, and challenges related to the implementation of equity-oriented initiatives. Results Governance was implemented through the establishment of a multisectoral HE workgroup (HEWG). Eleven targeted interventions have been designed and guided by continuous data collection to identify and monitor underestimated vulnerabilities. The initiatives include the adoption of the health-promoting schools’ model, addressing inequities in alcohol-related harm, and prioritizing the promotion of equitable healthy aging. Lessons HE is a critical component of the Italian public health policy that can be implemented through strong local governance and adoption of the HE Audit methodology. The HEWG had to establish accountability for the goals and integrate them into the Plan. It was essential to create and coordinate new spaces for constructive discussion among managers and staff, to involve team leaders, to monitor progress, to report results, and to interact with the local policy makers and with the Ministry of Health. Key messages • Implementing local governance is critical to addressing the determinants of health. • Promoting integrated efforts across sectors is a key factor in implementing targeted, equitable, and evidence-based initiatives.
