Monitoring and Addressing Industry Influence on Public Health Policy in Belgium
Abstract Research on the Commercial Determinants of Health (CDoH) is essential to understand how industry practices influence public health. Identifying and monitoring these strategies over time enhances transparency and accountability, ultimately supporting public health and non-communicable disease (NCD) prevention policies. At Sciensano, our research focuses on monitoring corporate political activities (CPA) and industry influence on policymaking in Belgium, particularly for the alcohol, tobacco, and food industries. In addition, tools and methods are being developed and used to evaluate the development and implementation of mechanisms by governments to address the CDoH in Belgium. Our monitoring approach includes 1) identifying and categorizing CPA such as lobbying, partnerships, and other industry strategies that shape health-related policies; 2) assessing corporate commitments to improve population health and evaluating alignment between stated goals and actual practices; 3) monitoring and identifying measures to limit industry interference in regulatory decision-making, policy framing and agenda-setting; and 4) applying an equity lens to assess the disproportionate impact of industry strategies on disadvantaged populations. Preliminary findings highlight a diverse range of CPA strategies employed by the alcohol, tobacco, and food industries to shape public discourse and influence health policy. Discrepancies between corporate health pledges and observed practices are common, and industry presence in policy arenas challenges the integrity of public health governance. The research is generating indicators and tools for ongoing monitoring of industry practices and policy impacts. Sciensano aims to support evidence-informed public health policies that prioritize population well-being over commercial interests. By building long-term monitoring systems and conducting critical analysis, we seek to strengthen policy resilience and promote transparency in health governance.
