A Study on Provisions for Non-Residents in Basic Autonomy Ordinances of Japanese Local Governments
The study collected and analyzed a complete set of provisions for non-residents in the basic autonomy ordinances of Japanese local governments and identified trends in their definitions and rights and obligations. Also, case studies of several local governments were used to examine the background to their enactments, their achievements and their impacts on other ordinances. The results showed that while many local government ordinances include provisions for non-residents, the definitions of non-residents are vague in many local governments so that they try to let a broader range of people involved. It was also found by case studies that the scope of non-residents and the rights and obligations given to non-residents are quite diverse.
