Construction Noise Monitoring System in Moscow: Parameters and assessment methodology

This paper discusses the noise monitoring system for construction sites in Moscow as a tool for ranking sites by noise level and taking prompt measures to ensure acoustic comfort in the city. The main goal of the system is to provide objective control over the noise impact of construction activities in an urban environment through the collection and real-time analysis of acoustic data. The paper outlines the methodology for assessing noise pollution, including the selection of key parameters based on measurement results, data processing algorithms, and threshold values for exceedances. Technical and organizational aspects of the system's implementation are discussed, including sensor installation, integration with city regulatory authorities, and user interaction with software and the notification module. The potential uses of the data for optimizing construction processes and developing effective noise reduction measures aimed at reducing the irritation of city residents are also discussed. Particular attention is paid to the procedure for registering exceedances of noise level thresholds and the introduction of penalties as a mechanism for reducing negative acoustic impact. The proposed approach helps create a transparent and objective system for controlling noise pollution, thereby improving the city's acoustic environment and minimizing conflicts between developers and residents.
