Plumbers Skill Recognition Framework for Sri Lanka through a Proper Plumber Licensing System

The absence of a structured plumber licensing system has led to inconsistencies in plumbing standards, affecting the quality and safety of plumbing services. This study aims to develop a framework for a plumber licensing system to enhance professionalism, standardization, and regulatory compliance within the construction industry. Adopting a mixed research approach, the study first conducted a literature review and semistructured interviews to identify significant factors affecting the importance of a plumber licensing system and problems faced due to the absence of such a system. The data obtained were used for a questionnaire survey, and the findings were ranked using the mean score method. Further, through expert interviews, the study outlines the qualification and experience requirements needed to obtain a plumbing license in Sri Lanka, the composition of a plumber licensing board, and key components and subcomponents of a comprehensive plumber licensing system. By establishing a standardized licensing framework, this study provides a foundation for regulatory authorities to implement structured licensing procedures and maintain standards. It enables aspiring plumbers to follow a clear career pathway toward becoming licensed professionals while ensuring that plumbing services adhere to national and international quality standards.
