Shifted moments of cubic and quartic Dirichlet L-functions
Abstract We establish upper bounds for shifted moments of cubic and quartic Dirichlet L -functions under the generalized Riemann hypothesis. As applications, we prove bounds for moments of cubic and quartic Dirichlet character sums.
