The Study on the Issues and Improvement Measures of Domestic Special Combustible Material Management Policies
This study focuses on analyzing the problems and improvement measuresof domestic hazardous material management policies. Hazardous materials, includinglithium-ion batteries, polyurethane foam, and rubber, have unique combustion characteristics, such as rapid spread and toxic gas emissions, which can lead tolarge-scale fires. In particular, the management systems at industrial sites andwarehouses handling hazardous materials are imbalanced, and there is a lack ofspecialized personnel and equipment, making it difficult to respond quickly in theevent of an accident. The study identified key issues such as unclear legalregulations, regional management disparities, lack of consistency in managementsystems, and insufficient specialized personnel. To address these issues, itemphasizes the need for clear legal definitions and material-specific managementstandards for hazardous materials, as well as the development of industry-specificsafety management systems. Additionally, the introduction of a standardized nationalmanagement system, enhanced professional education, and the training ofspecialized personnel with specialized firefighting equipment were highlighted. Thisstudy proposes policy directions to minimize the damage caused by hazardousmaterial fires and establish an effective management and response system, ultimately contributing to improving safety across industrial sites and society as awhole.
